Tax sales in ontario fall under the Municipality Act.
By the act, there is the "Form 7"that you must use.
Sale of land thus must be tendered in "Form 7".
If you don't, your tender will not be accepted.

Now, the prescribed forms by the Municipality or user friendly forms made by Tri-Target or OTS are just deviations of the official Form 7.

I personally do not see why you cannot use your own as long as it is in conformity with the Form 7.

Obviously, if you summit with a letter instead of the form, you will be struck out of the game. :D

It has been quite some time since you posted this link and on the link it says "form 7 coming soon still"
